What is Personal Property?

Personal property is tangible, movable property that is utilitarian, collectible, and decorative or a combination of the three. Objects which are considered by the general public as being "Personal" These can be items such as paintings and sculptures.

What is a personal property appraisal?

A personal property appraiser identifies and provides a value for these types of objects. A personal property appraiser is a trained, unbiased, ethical individual the public can rely on to provide a competent, fair assessment of value.

Do Appraisers Authenticate?

Appraiser's witness, identify, and value however, do not authenticate. The Principle of Identification (Uniform Standards of Professional Appraisal Practice, 2014-2015 (USPAP)) states that if a subject property possesses the same characteristics as an acknowledged genuine property, than the subject property is assumed genuine. No further claim of authenticity is implied or intended.  

What Should I look for in the finished appraisal?

The product of every appraisal - and the means through which the results of the appraisal are communicated to you, the client - is the appraisal report. Appraisal reports must meet a large number of criteria in order to be considered acceptable by many parties (including the IRS). Appraisers who are not accredited may not have the experience or training necessary to write a comprehensive appraisal report. 

ASA requires that copies of actual reports be submitted and pass review before a member can be accredited. In addition to meeting standards set by the Appraisal Foundation and by ASA, the appraisal report you are paying for should answer the value questions you have asked in a manner that you can understand and that you can see to be credible, objective, impartial and documented.

An appraisal report will clearly state the kind of value being determined; such as Fair market, Replacement, two kinds of Liquidation (forced and orderly), etc. It will describe the personal properties being valued.

It will detail the procedures used to estimate the values, such as analysis of comparable sales; estimation and analysis of income (if applicable); and relation of the appraisal values to a specific point in time. It will be signed by the individual who made the appraisal and who is responsible for its validity and objectivity (to you and third parties).

It will specify the personal qualifications of the appraiser.

What is the American Society of Appraisers?

"The American Society of Appraisers (the "Society") is a multi-discipline non-profit International Organization of professional appraisers (valuers). The mission of the Society is to foster the public trust of our members and the appraisal profession through compliance with the highest levels of ethical and professional standards."

What is USPAP? (Uniform Standards of Professional Appraisal Practice)

Uniform Standards of Professional Appraisal Practice (USPAP) can be considered the quality control standards applicable for real property, personal property, intangibles, and business valuation appraisal analysis and reports in the United States and its territories.

USPAP contains the generally accepted standards for professional appraisal practice in North America, as developed by the Appraisal Standards Board (ASB) of the Appraisal Foundation.

USPAP also includes 10 Statements on Appraisal Standards which clarify, interpret, explain, or elaborate on a Standards Rule and which have the full weight of a Standards Rule and 32 Advisory Opinions which illustrate the applicability of appraisal standards in specific situations and offer advice from the Appraisal Standards Board for the resolution of appraisal issues and problems. Advisory Opinions do not establish or interpret existing standards.

What is The Appraisal Foundation?

The Appraisal Foundation is dedicated to promoting professionalism and ensuring public trust in the valuation profession. This is accomplished through the promulgation of standards, appraiser qualifications, and guidance regarding valuation methods and techniques.
